Clémentine Sallée

Clémentine is a lawyer specialized in complex infrastructure projects and issues.

Clémentine has advised national and international public and private entities and financial institutions on infrastructure projects in social, health and cultural infrastructure, as well as transportation and renewable energy. Her expertise covers processes, engineering, construction agreements, equipment supply agreements and operation/maintenance agreements. She also assists in project administration and management, as well as in dispute resolution for issues pertaining to construction, stakeholder relations, interfacing, operations, governance and strategic development.  

Patrick Sergant

Patrick is an expert in energy and transportation infrastructure, human resources and the restructuring of public and private entities.

Patrick advises public-private partnership (PPP) units and privatization committees in charge of designing and implementing economic reforms and projects financed by sovereign states, the World Bank group, the Bank of Africa group, the European Union and other donors. He has accumulated substantial regulatory expertise and has drafted various treaties, international conventions, laws and decrees.

Andre Pretto

Andre has over 31 years of experience in transportation law, including 24 years working on international projects in the rail, port, and electricity sectors in Asia and Africa.

As Principal and General Counsel at CPCS, Andre work as a legal expert on various Canadian and international projects. He is fluent in English, French and Italian.
